Quality 1st registers this as a cosmetic (化粧品), and on its own product page the four vitamin C forms — ascorbic acid, sodium ascorbyl phosphate, magnesium ascorbyl phosphate and tetrahexyldecyl ascorbate — are declared as 酸化防止剤, antioxidants. That is the function they are registered for. A Japanese cosmetic may not claim an approved active or a medicinal effect, and the maker's own qualifiers say the same thing in the footnotes: the pore claim is 潤いによる, by moisture; the dullness claim is about skin that looks dull from dryness; the clarity claim is about appearing bright.
What is left when the overselling is stripped out is still a good mask: a long-fibre cotton sheet carrying a serum with four vitamin C forms, niacinamide, ceramide 3 in a hydrogenated-lecithin carrier, and dipotassium glycyrrhizate. No preservatives, no alcohol, no added perfume, no colourant, no mineral oil.

Who Is This For?
- Skin that looks flat and tired rather than pigmented. The maker's own claim is about dullness that comes from dryness, and that is what a serum-soaked sheet is good at.
- Anyone who wants vitamin C without a serum bottle: seven sheets is a fair trial.
- Combination and oily skin — there is no oil in the formula and no mineral oil at all.
- Not for use before a day in the sun. The citrus peel oils in it are a reason to mask at night, and to wear sunscreen the following morning.
- Not for anyone who reacts to fragrance components. "No added perfume" is true and is not the same as "no essential oils" — there are six in here.
How to Use
- Cleanse, then prepare the skin with your usual toner.
- Open one sachet, unfold the sheet and lay it over the face, matching the eye and mouth openings.
- Smooth it down from the centre outwards so no air is trapped along the nose and jaw.
- Leave it on for the time given on the pack. Take it off while it is still wet.
- Press the remaining serum in with the palms and seal with an emulsion or cream. There is usually enough left in the sachet for the neck and the backs of the hands.
Frequency: Follow the time and frequency on the pack. Seven sheets is a week of daily use or a month of twice-weekly use; the maker sells it as a short intensive course rather than a permanent step.

Two things worth reading twice. The four vitamin C forms sit high in the list and are declared by the maker as antioxidants. And the last six entries are essential oils, including three from citrus — which is why there is a photosensitivity line in the cautions below, on a product whose pack says it contains no added perfume.
Cautions
- For external use only. Avoid the eye area; if the product gets into the eyes, rinse at once with water or lukewarm water.
- Do not use on skin with wounds, swelling, eczema, sunburn or any other abnormality.
- Patch test before the first full-face use: apply a little to the inner forearm and leave it 24 hours.
- Stop using it and speak to a dermatologist if redness, swelling, itching, stinging or any other reaction appears during use or afterwards. Continuing can make it worse.
- Keep out of reach of children.
- Close the pack after use and store away from direct sunlight, heat and damp.
- Contains lemon peel, lime, lemongrass, lavender, cedar and rosemary essential oils. The pack is free of added perfume, which is not the same as free of essential oils: citrus peel oils in particular can make skin more sensitive to sunlight. Use the mask in the evening, and wear sunscreen the next morning.
- Preservative-free. That is a selling point in a single-use sachet and a reason not to keep a part-used one: use the sheet in one sitting and discard it.
- This is a cosmetic, not a quasi-drug. It holds no approved active and treats nothing.
- Contains PEG-60 hydrogenated castor oil. Rare, but a known contact allergen for some.

FAQ
Four types of vitamin C sounds like a lot. Is it?
It is four, and they behave differently — ascorbic acid is the unmodified form, two are phosphate salts that are more stable in water, and tetrahexyldecyl ascorbate is oil-soluble. What the number does not tell you is the concentration of any of them, which Quality 1st does not publish, and that the maker declares all four as antioxidants rather than as brightening agents. Four forms at unpublished levels is a formulation choice, not a dose.
Why is there a sun warning on a vitamin C mask?
Not because of the vitamin C. The last six ingredients are essential oils and three of them are citrus peel oils, which can make skin more reactive to sunlight. Use the mask in the evening and wear sunscreen the next morning — which you should be doing anyway if the reason you bought it is tone.
It says fragrance-free but lists lemon oil. Which is it?
Both, and the distinction is real. Japanese 無香料 means no perfume has been added to scent the product. Essential oils are in the formula for other stated reasons and they do carry fragrance components. If you avoid fragrance because of sensitivity rather than preference, treat this as a scented product.
Is it a quasi-drug like the KOSE and Kracie whitening masks?
No. Those are 医薬部外品 with a Ministry-approved active and a narrowly worded claim. This one is 化粧品 — a cosmetic — and may not state an approved active or a medicinal effect. Neither category is better; they are different products with different rules, and a page should say which it is.
