Because they do not describe this product. Numbers of that kind come from laboratory studies where isolated cells are grown in a dish and a substance is added directly to the culture medium. That tells researchers something useful about the molecule, but it says very little about what happens when a cosmetic is smoothed onto intact skin, where the barrier stands between the ingredient and any living cell.
